Required Permission(s):users-permissions-create

Creates a KIO user permission. The slug is generated from slug when sent, otherwise from name (lowercased and hyphenated).

A missing name is reported with HTTP 200 and a message body; check for _id before treating the response as success.

Requires a session token whose role has the users-permissions-create permission.
