One-time migration that replaced each device's location (a Datacenter ID) with the datacenter's name.

Destructive today: locations are now stored as codes (e.g. MEX1), which never match a Datacenter ID, so this sets location to an empty string on every device that has one.

Legacy migration. No permission is checked: any signed-in user can run it.

Requires a valid session token. No permission is required.
