Uploads an external user's avatar: the image is converted to JPEG, resized to 400×400 and stored as <id>-ext-<timestamp>.jpg.

A missing avatar, and an ID that does not exist, are reported with HTTP 200 and a message body. The image is uploaded to storage before the user is looked up.

Requires a session token whose role has the kiolink-externaluser-updateavatar permission.
