Import KIO user updates from CSV

Updates existing KIO users, matched by email, from a CSV file. Users are never created.

Required columns (all must have a value in every row): email, id, nombre, apellidos, puesto, unidad, division, departamento, ubicacion, modalidad.

ubicacion must be a location code of the Datacenter, Atom/Edge, DR Work Places or Oficina event types.

Rows with problems are skipped and reported in errors; the rest are applied.

Only nombre (→ firstname) and apellidos (→ lastname) are actually saved: the other columns are written as top-level fields the User model does not define, so they are discarded instead of updating keywe.

Requires a session token whose role has the admin-admin-admin permission.
