Emails the visits report link to the report recipients of every business with the given frequency. Meant to be called by a scheduler.

measure=months selects businesses with frequency_report: 1-month; measure=days selects 15-days.

Each business gets a report token covering the last time measure (e.g. 1/months). Recipients are the business's _report_kio_user and _report_business_user with a deliverable email, in the business's language_report.

The link points to Download a visits report.

This endpoint is public and its response includes every recipient's email and report link.
