Seeds the KIO user permission collection from the built-in permission catalog and returns that catalog.

One permission is inserted per <Module> <Submodule> <action> triple; its slug is the triple lowercased and hyphenated (e.g. users-users-read).

Inserts are not awaited: the response is sent before they finish, and insert failures are not reported.

Warning: permission slugs are unique, so every permission that already exists fails to insert with an unhandled promise rejection. On Node 22 that terminates the API process. Only call this on an empty collection.

Requires a valid session token. No permission is required.
