Uploads one or more files and attaches them to a KIO Link event, or to every event whose folio is listed in folios.

Files are stored as uploads/event_files/<file name>: a file with the same name as an existing one overwrites its content for every event that uses it.

Any multipart field name is accepted; every file in the request is uploaded.

Public: no session token is required and nothing is checked besides the IDs.
