Decodes a KIO user's QR code and says which movement to register next. Returns type: entry or exit (with event and user), or a reason with null IDs: banned, guest (not invited), time (more than 3 hours early), status (not authorized), user (not a KIO user QR), error_token.

Requires a session token whose role has the kiolink-event-qrread permission.
