Authorize a datacenter access request

Authorizes a datacenter access request of the signed-in business user's business (status: Autorizada) and records who did it. The request becomes the requesting user's current datacenter access (dc_access). The requesting user is notified by email and app notification when their address is deliverable.

The current status is not checked, so already handled requests can be changed again. An ID that does not exist in the business results in HTTP 500.

Requires a session token whose role has the mybusiness-dcaccess-authorize permission.
