Updates a datacenter's name, phases, address and linked datacenters (only the fields sent).

A missing name is reported with HTTP 200 and a message, but the handler keeps running: the other fields are still updated.

Errors are reported with HTTP 200 and an error body (e.g. Datacenter doesnt exists.).

Requires a session token whose role has the infra-manage-update permission.
