Device transfers move a device from one business to another: the owner sets a transfer password, and the receiving business confirms with the serial number and that password.

Sets transfer_request: true and a hashed transfer password on the devices sent, and records a transfer_init entry in the transfer log.

The devices are not checked against the caller's business: any device can be put up for transfer by ID.

Acts on the signed-in business user and their business. KIO users get HTTP 500.

Requires a session token whose role has the mybusiness-devices-transfer permission.
