Creates an event authorization step with the fields sent.

It does not work: the handler uses Mongoose's callback API (save(callback)), which Mongoose 7 removed. The save is rejected and the unhandled rejection terminates the API process (Node 22); the client gets no response.

Requires a session token whose role has the infra-manage-create permission.
