Replaces a voltage's data. Fields not sent are reset (lists become empty).

A missing name is reported with HTTP 200 and a message, but the handler keeps running: the update still runs without the name and the other fields are reset.

Errors are reported with HTTP 200 and an error body (e.g. Voltage doesnt exists.).

Requires a session token whose role has the infra-manage-update permission.
