Permanently deletes a datacenter. Nothing checks whether businesses or requests still use it.

Deleting an ID that does not exist still returns HTTP 200, with deletedCount: 0; an invalid ID is reported with HTTP 200 and an error body.

Requires a session token whose role has the infra-manage-delete permission.
