Scheduler job: for every pending future visit that entered its SLA window, notifies the escalation users (KIO users whose extradata has scale_user for the location and the matching scale_…/sla_… key) of each missing authorization. Returns the visits that were evaluated.

Public: no session token is required. When the SLA is disabled it returns { status: 400, message: "SLA status off" } with HTTP 200.
