Device transfers move a device from one business to another: the owner sets a transfer password, and the receiving business confirms with the serial number and that password.

Moves the device with this serial number to the signed-in business user's business when the password matches, clears its transfer request, and records a transfer_confirm entry.

Acts on the signed-in business user and their business. KIO users get HTTP 500.

Requires a session token whose role has the mybusiness-devices-transfer permission.
